Unfortunately the opening of the first transcontinental railroad halted harbor development, and it would take fifty years before the completion of the sea wall’s last section in the China Basin. Much later after the fire of the 1906 earthquake, the port was underwent a new string of developments.
The Harbor Improvement Act being passed wherein a total of $9 million was allocated for the expansion of the port and buying out Islais Creek and India Basin lands. With the completion of these modern piers, the Port of San Francisco became the only port to be under single control in the United States. Unfortunately the creation of Los Angeles, the west coast's largest city, made the development of the port a secondary endeavor.
Leading into the 1960s the Port of San Francisco had no more room to expand, unable to build new large container handling facility like those in the Port of Oakland. The Port has become a niche player, only being able to specialize in break bulk and dry bulk cargo, ship repair, and ferry services.
